1 Kings 22-23 - Is God Involved in Lying?

In 1 Kings 12:23 we are told, "Now therefore, behold, the LORD hath put a lying spirit in the mouth of all these thy prophets." This passage has perplexed men for ages. How could the God of truth be a involved in putting lying spirits in false prophets and then punish them for it? Is such an idea consistent with love?
