Saul and the Evil Spirit FROM the Lord

In Scripture we are given the impression that God personally inflicted Paul with an evil spirit that came directly FROM God. But why would God need to use demon forces to personally torment those who disobey Him? Doesn't this contradict what Jesus said abot Satan's kingdom being divided against itself (Matt. 12)? If Jesus is the revelation of what the Father is like, and since Jesus delivered people from demons in His earthly ministry rather than inflicting people with them then how do we understand the situation with King Saul? While this has perplexed many people for years we believe that this provides solid Biblical, and practical answers to this question.
